Los Angeles owners often begin with one of three ideas: use a plan already reviewed by a city, buy a prefabricated unit, or commission a custom design. None is automatically the cheapest or fastest. Each moves effort to a different part of the project.
This independent guide does not sell plans, buildings or construction. It explains what to verify before choosing a design path.
What a standard plan can save
The LADBS Standard Plan Program allows eligible designs to avoid repeating parts of building-code review. That can reduce design work and some plan-review uncertainty. It does not approve the unit for an address.
LADBS still reviews site-specific zoning and foundation conditions. Its standard-plan permit checklist asks for property information, zoning and floor-area calculations, setbacks, building separation, parking, sprinkler information and drainage. Utility routing, grading, access, fire conditions and local agency coordination may also remain.
A standard plan is strongest when:
- the footprint and openings suit the usable area;
- the prescribed foundation suits the soil and site;
- the plan’s orientation works with access, privacy and daylight;
- changes are minor enough to retain programme status;
- the finish and system specification matches the budget; and
- a provider has clearly priced all site-specific work around it.
When custom design earns its cost
Custom design can respond to a narrow lot, slope, existing trees, unusual access, a view, a historic context, a second story, attached construction or a very specific household need. It can also coordinate the main house and ADU as one property rather than treating the new unit as an isolated rectangle.
The trade-off is additional design and engineering effort. The owner should ask who provides the survey, architectural work, structural design, energy documents, civil or drainage input and permit responses. “Custom design included” is incomplete unless deliverables and revision limits are written.
Custom does not need to mean elaborate. A restrained shape, repeated dimensions and standard materials can keep construction rational while solving a site-specific problem.
Where prefab fits
“Prefab” can describe factory-built modules, panelised components or a repeatable design assembled mainly on site. Ask which meaning applies. The unit price may exclude transportation, crane work, foundations, utility connections, site access, permits, finish work outside the module and property restoration.
Before assuming prefab is faster, confirm:
- whether the product and manufacturer are accepted on the intended approval path;
- whether a truck or crane can reach and operate at the property;
- who designs and builds the foundation and connections;
- which finishes and appliances are included;
- who carries risk if site dimensions differ; and
- how factory lead time coordinates with permit and utility work.
Use a four-part comparison
Plan and approval scope
List the plans, calculations, energy documents, surveys, agency applications, corrections and printing or submission work. Identify which parts are reusable and which are parcel-specific.
Site and utility scope
Compare demolition, clearing, excavation, foundation, drainage, trenching, sewer, water, electrical service, gas if proposed, communications, access and restoration. These items can outweigh a saving on drawings.
Building scope
Use the same room count, floor area, ceiling assumptions, windows, doors, cladding, roofing, insulation, HVAC, cabinets, counters, plumbing fixtures, lighting, flooring, appliances and paint standard.
Change and risk allocation
Record allowances, exclusions, owner-supplied items, concealed-condition treatment, change-order markup, schedule assumptions and responsibility for plan revisions. A fixed-looking total with broad allowances may be less certain than a higher, better-defined proposal.
A sensible decision sequence
Start with ADU feasibility. Establish the authority, survey or site information, probable buildable area, access and utility strategy. Then shortlist designs that fit. Ask each provider to price the same selected basis, including the work outside the building footprint.
If a standard plan nearly fits, price both using it as issued and modifying or replacing it. A small architectural compromise may produce a real saving; forcing an unsuitable footprint can create expensive site work or a unit that functions poorly for decades.

Frequently asked questions
Does “pre-approved” mean I can start construction?
No. It generally means a defined design has completed a programme review. The property, site plan, foundation and other project-specific matters still require review and permits.
Is a standard plan always cheaper than custom design?
No. It can reduce design and review work, but a poor site fit can increase foundations, utility runs, retaining work or owner changes.
Is prefab the same as a standard plan?
No. A standard plan is an approval/design concept. Prefab describes how some or all of the building is manufactured. A project can involve both, either or neither.
